That's either a simplistic view of ankle use or a simplification of more meaningful research (I haven't read the papers yet). I agree the basic points about proprioception (having experienced it myself when I took a year to wean myself from high top sneakers for sports), but without knowing anything about the test subjects- levels of proprioceptive ability, nature of their ankle use- I don't think there's much more to the article than "having good balance is a good thing" with a couple studies to reaffirm what most active people already know.
